Born in November 1968 in the vibrant borough of The Bronx, New York City, Ortiz grew up in a military family that instilled in him the values of discipline, loyalty, and hard work. His journey to Hinesville began in 1980 when, as an 11-year-old sixth grader, he arrived in the city that would later become his lifelong home. He attended Button Gwinnett Elementary, Hinesville Middle School, and Bradwell Institute, where he laid the foundation for his future endeavors.
Ortiz’s commitment to service began early. At the age of 20, he enlisted in the Georgia Army National Guard, serving with the 166th Maintenance Company in Hinesville. His military career took him to the frontlines of Desert Shield and Desert Storm, where he proudly represented his country. Later, he transitioned to the regular Army, continuing his dedication to the nation. Ortiz’s military service is a cornerstone of his identity, and he often reflects on the honor of serving during a time of war, a defining experience that shaped his character and leadership style.
After his military career, Ortiz pursued a bachelor’s degree in computer science, demonstrating his commitment to education and personal growth. He ventured into the finance industry, working in small loans and home mortgages in Atlanta before returning to Hinesville. His professional journey also included roles with the Liberty County Sheriff’s Office, Smith State Prison as a correctional officer, and Fort Stewart as an Electronic Range Technician. Each role added to his diverse skill set and deepened his connection to the community.
In 2019, Ortiz decided he could no longer sit on the sidelines. Motivated by a desire to make a difference, he ran for public office and was elected as the District 5 Councilmember for the City of Hinesville. His election marked a historic moment as he became the first Hispanic councilmember in the city’s history, a milestone he proudly embraces as a “GeorgiaRican.” Ortiz’s leadership is characterized by his unwavering commitment to honesty, loyalty, and service. He believes in leading by example and expects the same integrity from others.
Ortiz’s dedication to his community extends beyond his role on the council. He is an active member of the Hispanic Heritage Club of Hinesville, where he works to educate and empower residents, encourage civic engagement, and advocate for meaningful change. At the heart of Ortiz’s success is his family. Married to his wife, Davina, for over 30 years, he credits her unwavering support and partnership as the foundation of his achievements. Together, they have raised two remarkable children: Tony, a 24-year-old senior electrical engineer at Georgia Southern University, and David, an 18-year-old college student and accomplished athlete. Ortiz often speaks of his family as his greatest source of pride and inspiration.
Hinesville, established in 1837, is one of Georgia’s fastest-growing cities, serving as the county seat of Liberty County and home to over 35,000 residents. As a councilmember, Ortiz is deeply committed to the city’s growth and prosperity. He works tirelessly to ensure that Hinesville remains a vibrant, inclusive, and thriving community for all its residents.
