As Executive Director and Professor at DeVelop Consulting Group in Hemet, California, Javier has built a career around one simple belief: everyone deserves a chance to rise. That belief has guided decades of work in homelessness services, affordable housing, and economic development, and it continues to shape the communities he serves today.
Javier understands that public service is not a job description but a way of living. In October 2025, he stepped into the role of Executive Director at Mission Career College, Inc., where he oversaw the college’s expansion along with its Allied Health and Trade Programs. He recruited and supported staff, faculty, and students, opening doors to careers that change entire households. He knows that education is one of the most powerful tools for lifting families out of hardship, and he approached that responsibility with both precision and heart.
Since his departure from Mission Career College in March 2026, Javier has carried that same purpose into his role as Director of Housing and Programs at Charmony Foundation. There he assists the homeless and women in crisis, building programs that meet people at their most vulnerable moments and guide them toward stability. His work at Charmony reflects the through-line of his entire career: a refusal to look away from those in need, and a commitment to turning compassion into concrete support. He designs services that restore safety, dignity, and hope, ensuring that the people others overlook find a place to begin again.
Teaching has long been part of his mission. Since September 2019, Javier has served as an Adjunct Professor at Claremont Lincoln University, where he teaches graduate courses in Nonprofit and Social Sector Leadership, Civic Engagement, Public Finance, Grant Writing, Policy Development and Analysis, Public Leadership and Governance, and Creating Public Policy. Through these courses he equips the next generation of leaders with practical skills and a deep sense of purpose. His students do not simply learn theory. They learn how to write grants that fund real programs, shape policies that protect vulnerable people, and lead organizations that solve problems others walk away from.
His commitment to the most vulnerable came into sharp focus during his years leading Valley Restart Shelter from August 2021 to June 2025. There he helped homeless families, seniors, veterans, and others re-enter society through permanent housing and sustainable employment. His guiding philosophy, a Hand Up, not a Handout, captures everything about how he works. He does not offer charity that fades. He offers dignity, tools, and a path forward. Under his leadership, people who had lost hope found stable homes and steady work, and they rediscovered their own strength in the process.
Before that, from May 2017 to February 2021, Javier served as Director of Community Relations at the Coachella Valley Housing Coalition, where he championed affordable housing and built bridges across the community. In every role, he has combined strategic thinking with genuine compassion, proving that data-driven programs and human kindness are not opposites but partners.
Javier’s expertise is grounded in a remarkable academic foundation. He holds a Doctorate in Public Administration from Atlantic International University, a Master of Business Administration from Webster University, a Master of Arts in Human Behavior from National University, and a Bachelor of Arts in Political Science and Government from the University of California, Riverside. This blend of administration, business, human behavior, and political science gives him a rare ability to see problems from every angle and design solutions that actually work.
His voice reaches beyond the classroom and the boardroom. As a published author, Javier wrote Aguilas Aztecas: Mexico’s Role in World War Two and In the Annals of Chicano Studies, a work that honors history and strengthens cultural pride. Through his writing he reminds readers that understanding the past is essential to building a better future, and that every community deserves to see its own contributions celebrated.
Service also defines his life outside of work. Javier is a member of the Papal Knighthood in the Equestrian Order of the Holy Sepulchre, an honor that reflects his deep dedication to faith and charity. He is active in the Knights of Columbus, the Coachella Valley Rotary, and the Council on Aging, giving his time to causes that support families, seniors, and neighbors in need. These commitments show a man who does not clock out of compassion.
